Text Box: Text Box: What Is the Marine Life Protection Act (MLPA)?

In 1999 the state legislators passed the marine life protection act into law. The MLPA mandates the establishment of NO TAKE Marine Protection Areas (MPA’s) throughout the state of California in an effort to increase fish populations.
Full definition summary is found here
http://www.dfg.ca.gov/mlpa/background.asp

Palos Verdes represents a geographic area that is very desirable for MPA development as it is home to many diverse marine habitats worthy of protection.
It is almost over there are 3 proposals left and the final decision will be made by the end of 2009

Text Box: Why should Northern Palos Verdes stay Open?

Fish Stocks in this area have been sustainable without protection for years and will not significantly benefit from protection!

Closing the cleanest fishing area in PV forces more concentrated fishing activity into areas with greater amounts of environmental pollution thus having a negative health effect upon the local community!

Rocky Point and the surrounding area have a long
rich fishing history which is part of our local
   cultural heritage!

Closure of this area would have a devastating financial effect on the local south bay industries that depend on year-round revenues generated thru recreational and commercial fishing!

Closure of Northwest PV will force small craft based anglers to fish Southern PV creating a significant safety risk as recreational anglers attempt to return to the safety of the south bay in the late afternoon against large waves and strong wind conditions that build around Palos Verdes Point every day.!

Rocky Point is the largest kelp bed on the Northern Palos Verdes peninsula of Los Angeles County.

The kelp bed and surrounding reef structures are continuously nourished by clean deep offshore waters and consistently represent the best water quality in Los Angeles County.

This northern section of Palos Verdes Peninsula also has the most abundant and diversified fish life in the Los Angeles area.

Rocky Point and the surrounding area offers excellent opportunity for recreational fisherman including private, rental and party boat based fishing, kayak fishing and shore based angling.  There is also abundant commercial bait fishing for squid and sardines.

Due to the unique deep water upwelling and northwest exposure, fish of unlimited abundance are drawn to this area and all species flourish without difficulty.

Economically, this regional abundance leads to consistently

good fishing year round.  Which in turn maintains a prosperous and sustainable recreational boating and fishing industry based

in the King Harbor and Redondo Beach Marinas.

Text Box: Skip Hellen’s spearfishing world record white sea bass (80lbs) was taken at rocky point
Every year thousands of California White Sea bass are grown out and released at the Redondo beach hatchery facility. These magnificent fish are present year round in the kelp beds and deep water surrounding North PV.
In the spring and early summer, anglers and divers flock to this area from all over the state for the chance to catch sea bass
up to 60 lbs in weight !
Text Box: For the past 38yrs the last Friday night in September at midnight marks a unique south bay cultural event as hundreds of divers enter the water of north PV to compete and have good times with friends in the annual lobster mobster sponsored by Dive and Surf in Redondo beach. Last year over 500 divers entered lobster in the contest many took the recreational bag limit of 7 on opening night.
North PV is lit up like a Christmas tree for most of the months of October thru December as recreational divers and boat based hoop netters harvest the abundant lobster fishery of this area.
Text Box: Every summer Yellowtail return to the rocky point area to feast on the abundance of bait that congregates along the outer edge of the kelp forest. These prized game fish bring masses of party boat based anglers to the south bay every year.
Text Box: Text Box: Fishing Rocky Point is a year round activity that allows the citizens of our community to get out on the water and recreate !
A robust local economy depends on the consistently excellent catch record that rocky point offers. Anglers return to the south bay day after day, month after month for half day or a full day whether it be for calico bass, sand bass, bonita sheephead, barracuda or the host of rock fish species prevalent to the area.
Text Box: Text Box: Fishing in all its forms is much more than just catching a fish, that’s a bonus, we educate, we observe, we inspire kids and youths of all types to be good stewards of the marine environment, to have confidence in themselves. The time spent with others while fishing (note here its not called catching for a reason!) is pure quality time – this is so missing from our busy lives today!

The 976-TUNA Youth Fishing Program is a home grown south bay organization which is responsible for taking over 40,000 kids fishing during the past decade. Many of these children have had their first boating/fishing experience on charter boats out of Redondo Beach  fishing the rocky point area !

Giant Black Sea bass (some over 300 lbs) are a protected species frequently encountered by divers in large numbers at rocky point. These large animals are a testimony to the health of the marine ecosystem

California Halibut are also stocked thru the Redondo beach aquarium

SEALab

In the late fall thru spring halibut up to 50 lbs are caught  along the shoreline of the rocky point area

Several halibut tournaments raise money for local charities throughout the year

The steep coastal terrain around nearly all of palos verdes limits kayak based anglers to the  facilities of  King Harbor in Redondo Beach.  Rocky point and other bays of North PV are a favorite recreational destination within reach for these anglers
